The debate in the plenary session of committees where the ruling coalition seeks to issue a favorable report on the bill creating a new Juvenile Penal Regime began heatedly, with sharp exchanges between national deputy of Unión por la Patria Juan Grabois and his libertarian counterpart Manuel Quintar. The controversy began when the president of the main Legislation on Crime committee, Laura Rodríguez Machado, started the debate before all deputies had arrived. When Quintar began to defend the coalition's proposal to lower the age of criminal responsibility to 14, Grabois raised his voice to ask for a few more minutes so that everyone could participate. “Here we are all equal, there are no crowns,” Grabois stated. “Come early, deputy,” Quintar retorted sarcastically. Once Quintar finished speaking in favor of the initiative that creates a new penal regime for minors, the president of the Unión por la Patria bloc defended Grabois's position. “We could not listen to the long-winded explanation of the government's project by deputy Quintar, a project that they are unaware of,” the Santa Fe deputy mocked. “Let's start to respect because he is not on the field,” the libertarian from Jujuy shot back, as observed by the Argentine News Agency. “You cannot work like this, let him wait for the other deputies who have just arrived to sit down,” demanded the leader of Patria Grande. “Come on, don't start clowning around,” Quintar taunted, adding that the opposition deputy's complaint “is part of this guy's show.” Grabois did not remain silent and insisted on his argument: “First, everyone has to sit down.”
